Rick,

I agree with Doug, that's Band-winged Meadowhawk.
This might be a good one to post on your Flickr site, as someone on
SEOdonata from central Georgia (north of Atlanta) has them now and was
searching on Flickr to see if any were showing up north of her, but she
found none others posted yet this year.
