Right on.  There should be a permit/payment process for wildlife-watching or 
non-game activity distinct from hunting & fishing.  Perhaps a permit process 
for  birders to list, online, species seen on public lands or WMAs,  or 
TWRA-sanctioned field trips for permit holders, or a one-time fee?
When I requested a paved boat launch at Rankin Bottoms, I was told that I'd 
have to convince the powers-that-be that there was a demand for fishing boats 
in the area.  Recreational boating or canoe-birding didn't qualify.  So I 
dropped the idea, but  did buy  a fishing license in my name on behalf of the 
resident ospreys.
