I think buying a hunting license is one way to go, but the question I have is: 
if people that don't wish to hunt sandhill cranes (or other species) buy the 
right to hunt them (as a way of supporting TWRA), how will their intentions be 
separated from those that want to hunt the species?

Today I bought a hunting license.
It took about 2 minutes on <www4.wildlifelicense.com/tn/start.php>
It¹s a Resident Combo Hunt/Fish license
It cost $30.25
My temporary # is 007304D54001000347

I have a Bluebird license plate (#3W188), which I've had since they came
out, I buy a Duck Stamp every year, and I made a donation to the Watchable
Wildlife Fund this year at <www.tennesseeanytime.org/twrafund/>.

I'd have say, I'm tired of hearing how we bird-watchers don't pay our share.
And to be truthful, most of us don't, but that is because we don't have an
adequate mechanism to contribute as hunters and fishers do.

Even the very excellent recent article in the Chattanoogan
<www.chattanoogan.com/articles/article_190009.asp> said, "I do wish however,
the non-consumptive community would help pay for it all."

There is a proposal in the works to get broad-based dedicated funding for
TWRA. I intend to work for the passage of this legislation when it is
presented. In the meantime, I want TWRA to know the lengths I'm willing to
go to prove that I am a partner and a constituent. I also plan to speak
before the TWRA Commission on January 20th/21st, and mention my various
license numbers.
