Wow, that's a very old version. So I assume you're essentially trying to install the Oracle 6i Client? From memory I don't even believe Oracle supported a 64-bit install until 7.2, or something like that. On top of that only 10.2 added support for Windows 7/2008 R2, so I don't think you'll have much hope getting this to run on Windows 2008 R2. Can you get the basic client to install? Can you test connectivity to the back-end database server by using tnsping.exe? Here's a couple of references for installing 10.2.x. They might help give you some ideas.
