You will have to add a reg key on your Metaframe servers in 
HKEY_Local_Machine\System\CurrentControlSet\Services\TermService\Parameters
DefaultLicenseServer  Reg_SZ  

The value is the Netbios name of your TS license server

This usually fixes it for me

What is the event viewer on the Metaframe stating?  

"Terminal server cannot issue a client license"
