That is, Check permissions on the workstation's HKLM hive.  Not the
server.

Check permissions on HKLM\Software\Microsoft\MSLicensing.  Give everyone
(or users, or some common group) full control.  Sounds like users don't
have rights to it, and that's where the TS License writes to.

I'm having a strange licensing issue.  I run our TS license server on
one of the W2K domain controlers and have one W2K server running in
application mode.  As a normal user I cannot access the server via a TS
client, but if I "run As" a domain admin account from the same work
station I connect to it.  The TS server gets a log entry of 'The server
cannot issue a client license.  I'm lost here, any ideas?
