I think this is a bug. I've had this problem for over a year now. According to the Citrix docs, when you reboot the IMA reads what drivers are in the registry and then synchronizes the datastore with it. The IMA service is great at adding drivers to the datastore (which is what the CMC is reading), but not good at removing them.
