This sounds very similar to a problem I was experiencing with PS3 / W2K3.
Mapped network drives would not appear in explorer until the drive letter
was manually typed into a File>Open box. Nothing I tried fixed it but since
I upgraded to PS4 (plus hotfixes) and W2K3 SP1, the problem has vanished.

We had a very similar issue and the only way I was able to resolve was to
turn OFF (set to Disabled/Not configured) the following settings in my
Citrix GPO:
 - User Configuration\Admin Templates\Windows Explorer\Prevent access to
drives from My Computer 
 - User Configuration\Admin Templates\Desktop\Hide and disable all items on
the desktop
 - User Configuration\Admin Templates\Desktop\Remove My Computer icon the
desktop
