No in both cases actually – a TS license server does NOT have to be a DC.
But a TS can only “discover” a license server that is a DC. Therefore, if
you don’t install your TS license service on a DC, you have to specify your
preferred license server in the registry.

More of a 2003 server question. In W2K, the license server for TS has to be
a DC, does the same hold true for Windows 2003?
