No both are for creating user accounts, home dir and sharing it, setting
TS home dir and TS profile path, Adding user to the proper groups and
putting them in the correct OU as well as creating Exchange Email
accounts for them(which I could not do with CMD for some reason I had to
use WSH)

You are comparing two different type of activities - one being domain
administration type activities - the other being login script type
activity.
