It would be easier to look this up if you posted the chassis number or the
module number.  This is a C1 chassis.  The relay is for degaussing only, not
the on/off.  A similar chassis can be found in Sams 2809-2.  If the picture
and sound both stay on when the set is off I would suspect Q3402 to be
shorted. If this transistor is shorted, the degauss relay would be energized
all the time (this is not causing the problem but is an indication of it).
0 and +2.8v on upc pin 26 are the correct voltages.  The channel display is
controlled by other pins of the upc.  HTH, John.
