Really?  We have never had a problem with the hundreds we have done over the
years.  The fact is that many, if not most, speaker rebuilders leave the
cone, coil, and spider intact when they get one that simply has bad foam.
It is a very easy process.  The spider will center the coil in the gap if it
was installed right at the factory.  All you have to do is center the
surround on the cone and let the glue set.  Then push the cone down to the
limit of travel that the spider allows and run a bead of glue around the
edge of the surround which is lifted up slightly as it is pulled down inside
the basket.  We use another old smaller driver to hold the cone down while
applying the glue.  As you release the weight on the cone the surround will
settle into the glue, you tamp it down and check the travel, adjust the
position as needed and let the glue cure.  Replace the gasket and test after
curing.  Never had a complaint nor a failure and many of our clients are
very picky listeners.

You can also remove the dust cap and shim the coil.  This has the
disadvantage of not being able to actively test the travel as the glue is
setting up.  Not all spiders are perfectly installed and not all cones are
uniform.  Sometimes the surround has to be tweaked to get good travel of the
voice coil in the gap.

$40 labor for about 45 minutes total work, $4.50 to 12.50 for the surround,
and $4.00 for materials.  Just did two more.  Thank you Infinity for using
foam instead of butyl rubber...

REFOAM?  Speakers are RECONED, which includes the cone, vc, foam
and spider. Essentially, they rip everything out down to the frame and
replace
all the moving parts.
It would be nearly impossible to replace the foam only and get correct
balance or
alignment which is critical. Ever replace a horn driver "pot" diaphram?
It's not
as complex as a speaker, but still takes a bit to get it right.

You will have problems if someone just "refoams" them. Don't do it!!
