Ok, I'll try to explain again.

The VCR does not record the channel I pre-program it to record, but
rather just snow shows up on playback (and no sound). I have only tried
channels 13 or below so it is not a CATV/antenna setting problem. When I
record manually, it records the channel I have the VCR set to and plays
it back fine. When I press record, the TV/VCR light in the VCR display
indicates VCR. When I set the timer to come on and record, the VCR will
automatically turn on in TV mode and it does not change to VCR mode. The
picture on the TV (while recording) shows the channel which is shown
when the VCR is in TV mode, in my case it shows picture of channel 3. 
When I play back this recording, all I get is snow and no sound. So it
seems as though the tuner does not tune when timer recording happens.
When manual recording happens, the tuner tunes in the chosen station
fine.

I have posted a picture of the on screen graphics for my timer settings.
Note that it is set to record channel 11. The record speed is not shown
in the pic because that flashes and the camers snapped the shot when the
speed was not visible. After I set this up, I press "program" button as
per instruction book, then turn VCR off and wait until it automatically
turns on.
