Hi. Maybe this is a bit obvious, still it might be of any help. Perhaps the TV screen turning blue is "standard response" to not having an image. Where most older TVs gave "snow" (don't know how it's called in the US), some now turn the screen blue. The absence of a synchro signal might account for the instable OSD. Have you tried to connect anything via the SCART connection? You mentioned she was watching a DVD, so if that was connected via SCART you don't have to look at the tuner or anything that comes before the scart. If this TV has some SMD transistors (mostly BC848/BC858) use your scope to find out if any of them has a picture signal on the base and nothing on the output... These SMDs are notorious for going bad.
