U14701 should have 12v on pin 6 and 5v on pin 7.  Input is 16v on pins 1 and
2, pins 3 and 5 will turn the output off when they go low, high is 5v and
turns the ic on.

Sub the voltages here (or force the device on) and the jungle should run,
giving you horizontal drive on U16201 pin 22.
The set will not run if there is no vertical, and the vertical IC has long
legs, did you bump some together?  Vertical is U16201p15.

The flat-packs in the tuner can cause this, too, and are high enough failure
rate that I stock both.
