[TechAssist] RCA - CTC197AK2; SAMs 4066. Dead

Second request on this. Set came in dead - could hear a slight
tic. Replaced U14101 and Q14101; also the flyback. When you plug in to
AC, set doesn't start - no high voltage, but the set draws .35 amps and
this current pulsates. Need some help here.
