[TechAssist] ATC311 chipper check

I tried Chipper Check with my Acer Laptop running Win98 using ethernet
adapter card and crossover cable, set IP address per instructions from
chipper check help and when tried to access diagnostics said could not
detect and IP address may be incorrect.
Checking IP address in TV menu it was slightly different so set my laptop to
match and got same error.
Gave up cause had this set way too long already waiting for HV Splitter and
it looked great.
I could access everything needed to align setup with front panel using
Service menus
