[TechAssist] RCA CTC 203 will not start, no 12 volt source

Set clicks 4 times but will not start. No 16.5 volts in on U14104. Voltage
on collector of Q14105 is about 16 volts, base goes high when switched on,
Q14104 base is 15.9, emmitter is 16.7 but no collector voltage. Changed
U14104, Q14105, Q14104, and checked resistors in this circuit. Please advise
if anyone has seen this problem.
