[TechAssist] FIX complete,RCA P46811LV, PTK195AA convergence power supply+ HV Block input lead

OK:
Originally cust. said power failed three times then pic 
bowed,distorted,arcing thru pix.
I replaced the main filter cap 680uf@200V, didn't help.
1) The arc all thru the picture was the HV input lead going into the HV 
block not seated properly.I may change the block if I can't seat it good.
2)Now, picture severly bowed,out of convergence,can not adjust. The 
convergence power supply board uses an STK730-130 with no output.
Changed the STK IC, the PC817 opto-iso(RCA#223653), and the open 
resistor R19717 next to the STK. 30K ohm 2 watt.
Now unit powers on with clear and linear picture with good convergence.
