[TechAssist] CTC176K2 20" hotel set, weird!

RCA hotel set, CTC176K2 chassis.
 
Hi fellow techs,
 
Set came in dead.  Set tweaks as it is plugged in indicating the
horizontal frequency is working.  Repaired tuner grounds, replaced
shorted IR sensor?something sticky was poured on circuit board on front
of circuit board where the control buttons are, cleaned up.  Replaced
eeprom and microprocessor from working chassis.  Still dead.  Replaced
eeprom with test eeprom  that is from a different chassis.  Set comes on
as soon as set is plugged in but pwr, volume down and menu buttons do
not work, channel up and down activate menu and change channels every
5th push, volume up button activates menu and sometimes OSD for
parameter setup:  P00            V00.  Removed test eeprom while set is
running and reinstalled original eeprom and now set comes on by itself
as with test eeprom.  By the way, voltage to eeprom at pins 5,6 and 8 is
5 volts.  HELP!!!!!!!!
