This raises an issue which we are interested in on the Emerald Isle.
Again, this may be a daft statement but....

If a gap appears as indicated by Paul, would the signals not gap out
and revert to the pedestrian phase.  There would be no red-running at
this time as vehicles after the "gap" would approach either an amber or
red signal in time to stop.

My experience is that in general, if pelicans are "snappy" and revert
to the pedestrian demand when a "gap" appears then there is a limited
amount of red running....And this from a country where red running is an
acceptable past-time - totally wrong and totally dangerous (even without
starting ambers!).

Finally, "snappy" pelicans (if you pardon the pun) reduce delays to all
modes!

How many of the instances of 'red running' were false calls, that is
no
one was waiting to cross, because the pedestrian had seen a gap and
already crossed?  In other words, is it a case of drivers identifying
that no one was at risk and trying to reduce their delays.  Totally
wrong but understandable.
