Yes we are now 'metered' on new sites and in principal, I think it is a good idea. Setting up payment mechanisms on a 'one-bill' type system has been a nightmare though, yet to be resolved. Don't worry though, we just don't pay the bills and the supplier has unofficially told me that they would not disconnect a Council supply for non-payment.
