Yes, you can block individual numbers, with a third party app. There are
probably more out there, but take a look at this:-

you cannot... There is a sort of remedy but it's pretty long winded just to
get round it.

 

better to report the caller as nusense to your operator instead if you have
the number itself.

 

but you cannot physically stop one number from calling you on a mobile
phone.
