You hit the nail on the head. Claimed. If they would leave the scene why not ditch the vehicle and say it was stolen. If I were the officer I would be pretty suspicious especially if the vehicle was reported stolen after the hit and run.

yes, I know; but it's not proof of what the vehicle did (as I understand
it), but of who was driving the vehicle at the time it happened. the owner
could claim it was stolen for instance.
