Hi Neal,
Even with Jaws turned off, try control f12, and you then should be able
to get exactly where you want to be in the file.
I just tried it and it worked great!

If you are using Jaws, use F11 and F12 rather than the arrow keys. The Jaws keyboard intercept seems to break things badly. This is true in Goldwave and Reaper as well.
