It should be a studied response, and planned in such a manner that it
no longer strengthens a centralised concept, but shifts the balance of
power to the periphery. Unfortunately most of the suggestions that are
being emotionally projected, only helps in hyper centralisation. It is
a paradoxical situation, if centralisation is accepted as the problem.
