in the zip file you downloaded that contains Sibelius Access! Did you install Sibelius Access yourself? If so, part of that involved adding the contents of a .reg file to the registry by simply hitting ENTER on the file name and saying "yes" to a prompt. This is all covered in the installation instructions!
