Heather, From what you're describing, it sounds like something is up with the keyboard layouts. Both JAWS and Sibelius have there own keyboard layouts and they need to match up. First, confirm the JAWS keyboard layout. If JAWS is running from the system tray, open the context menu and choose Options > Basics. If it is running in its own window, bring that window to the front and from the menus choose Options > Basics. The keyboard layout should be laptop or desktop. Change it, if necessary, and Make a note of which it is. (Note that you can use the desktop layout on a laptop, but you'll need a full-sized keyboard with a number pad to make it work.) Now go to Sibelius and choose File > Preferences from the menus. In the preferences dialog choose menus and shortcuts from the list of options on the left. The command set should be set to Access Desktop or Access Laptop. This needs to match the JAWS keyboard layout, so if JAWS is set to desktop, choose Access Desktop, and if JAWS is set to Laptop, choose Access Laptop. Close the preferences dialog and now try working in the score.
