Hi Tony,

Sounds like you're looking for the characteristic impedance, Z0, of a 
transmission line, which is not necessarily the same as either Z11 or Zin.  You 
can use a frequency domain circuit simulator, to optimize the port impedances 
in a way that gives a good approximation of Z0.  Alternatively, the traditional 
way of doing this is to convert your S11 to TDR (also something that you can do 
in a good circuit simulator) and know what your Z0 is at each point in your 
transmission path.  To see frequency dependence of the impedance using TDR, 
vary the risetime.  Both of these techniques will depend on the "quality" of 
the S-parms.

You might want to look at Eric Bogatin's material and see why he encourages all 
of us to "be the signal".
