Having tested ICs in the very beginning I can tell you that this was always an 
arbitrary number that has been repeated over time just like all of the bypass  
capacitor rules.

Because  IC testers margin voltage by +/-10%. Traditionally half is reserved 
for DC variation, the other half for AC.
