This is an interesting hypothetical discussion, but as I wrote to Chris
(visible in his "thank you") PCI Express mandates AC coupling only on the
TX side of a lane, before the card connector.  It does not mandate another
AC block at the RX, It's prettty clear that the intent of the spec is to
only have 1.

(And the clock is not AC coupled).
