Agree with Steve: we identify a certain behavior that may be seen in different topologies. Even a simplest first order LPF can be implemented either with RC or RL circuits with the same indistinguishable transfer functions. We may of course identify topology in certain special cases if we know enough about what we measure. Finding S-parameters is 'analysis', while building topology is 'synthesis'.
