It is relatively easy to get the exact construction and dielectric constant
for all of the materials that a laminate manufacturer has in stock
including er at several frequencies.  Using this exact information, it is
possible to create stackups that yield the right impedance first time out.

To get this data, go onto the web site of the laminate manufacturer and
down load it.   A good PCB fabricator already has this and should be
willing to share it with you, so guessing at impedance is avoided.  I've
got lots of this data on my computer and am willing to share it with anyone
who needs it.

We engineers need to get out of the habit of letting someone else do our
stackups hoping they know what our SI needs are.  It's a lot like expecting
a structural engineer to understand the strength of beams when designing a
building rather than letting purchasing or the supplier decide, hoping they
will know what right looks like.
