I think, in an instance like that, I would be more inclined to place an entry 2nd and not allow them to come back for Winners...it still gives you an opportunity to talk to the exhibitor. In essence, you are telling them that they are not of enough quality to be considered for CH. points that day. Many years ago, a specialty judge from our area (Portland) withheld ribbons from a puppy bitch class and made quite a show out of the situation, humilating all involved. It was one young man's first show....his puppy bitch was spayed by the next week. The other two bitches did very well after they matured.....one became an Am. Can. Ch. with Am./Can. CD and ROM/C....and the other became a Can. Ch. and CD. It is walking a fine line....to try to give an honest opinion and not discourage at the same time.
