So if a judge withholds ribbons it should have been for lack of merit ie poor quality.............. Amy, For clarification if a dog misbehaved for temperament and you cannot exam you have to excuse. If the dog misbehaves on temperament but you are able to exam you may keep him in the ring, put him at the back of the line or actually you can even put him up. It is the judges choice as to who severe to fault this. I would like to mention at this time a judge can excuse any dog at any time and all they have to do is mark their book "lack of merit" no further explanation is required.
