In any criminal hearing it has to be beyond a reasonable doubt, and also all the jurrors have to agree. Not so in a civil matter, where usually nine out of twelve is enough. As for a Grand Jury, only the prosecutor puts on evidence. No one can cross examine a witness, and no defendants are allowed. No attorneys may be present to listen to the testimony.
