When something is listed with Ebay, it is availing itself of an incredible amount of technology, and many resources. When I cancel an auction, (and a few times I have been asked to), because I broke rules, usually unintentially, such as including my web address, etc. I had to pay the fees, and never worried about it, because fair is fair. They have their rules, it is up to the seller to learn the rules. They have a long list of them, LOL, and they are written up clearly.
