If you mean the back foot strikes the ground in front of the opposite front foot, that is correct and the dog is driving. It's hard to get correct fronts, so I'm not sure you've seen "many winning GSDs" keeping their feet close to the ground actually have their feet land in front of where they should, because if you did, they'd appear to be runnin' down hill. You may, on the other hand see some lifting in front and or moving from the elbows instead of opening the shoulder; neither is correct.
