Peter,

No, it is a lens of different focal length, but if both are f3.5
they are generally of Tessar configuration, 4 elements. Page
13 of Pearlman's Rollei Manual, First Edition shows it.

I'm sure that Richard can give you the exact design data
and glass analysis.
