Yes, that is standard operating procedure; I usually wipe the surface with
Acetone before I put the epoxy in.
Have useed West systems overnight and Devcon 5-Minute gel out on the playa
(which works really well
since it cures in 10 minutes).
Most likely your initiator did not work or came loose; make sure you put it
on a small proportionally sized (per your impulse)
stick to hold it up near forward grain.
Initiator - Pyrodex 45 cal on larger motors, a small donut or slice of that
or blue propellant on smaller ones. Best of all, use small amount of
Thermite or BKNO3 and it will always work .
