One thing I would change, if your goal is to use it without a monitor, then
don't even plug the HDMI cable to the HDMI port on first boot, otherwise
until you make changes to the software, the audio will always be going to
the HDMI and not the speaker port.
The wpa_supplicant.conf file needs two pieces of information to connect to
your WIFI, the SSID, which is the name on the WIFI people look for with
their phone to connect to your WIFI, and it will need your WIFI password.
If those two things are in the file, and the file is in the boot folder,
which you can access in windows, then the PI will find it on boot up and
connect.
Then you can control your PI from windows on a computer in your home, if you
put the SSH file in the boot folder too.
The SSH file is just an empty file, like a notepad file, only you rename it
to ssh without the .TXT part.
So if you put those files on it now, you can control it from another
computer without any assistance.
If you do those two files, you can find the IP address of the PI easily by
opening the windows CMD window and type in:
nslookup raspberrypi
and it will give you its address.
Then with windows 10, you can use windows power shell to SSH into the PI and
control it from there.
This way you can test things and set it up.
If you do this, we can tell you how to log into the PI from windows.

Just to emphasise the importance of what Jeffery has said, the nice
convenient automated setup of Orca on the Raspberry Pi requires both a
monitor plugged in via HDMI and an Internet connection that is fully
operational at the time the Pi is booted for the first time and set up.
The Internet connection is so the Pi can download Orca and all the
software necessary to install it. The sound prompt to press the key
combination to automaticaly set up Orca is sent out via the HDMI
connection, so you need a monitor with speakers, which it sounds like
you have.
As for the Internet connection, the easiest way is just to hardwire it
to your access point or router with some ethernet cable. That's what I
did with my Pi's. I was then able to set up the Wi-Fi connection and get
rid of the cable once Orca was working. However, if a hard link is not
possible, then you will need to do as Jeffery suggests and prepare a
wireless configuration file and put it on the SD card in the right place
before you boot the Pi for the first time.
If either of these things is missing (that is, an HDMI monitor and a
working Internet connection) you will not be abel to set up Orca using
the automated procedure.

UK Pi 400 or is this some third party keyboard with a slot to
integrate a Pi 4? That might be relevant to others trying to disgnose
the problems I'm not sure how to advise on.
