No it is not, because HTML escaping already escapes both types of quotes in the text.
Ok, great. Thanks.

On another subject. The error that others got when installing a new system I got:
Uncaught exception: Exception
Invalid character 'a' near line 1 (1)

at file /var/www/html/RackTables-0.18.1/inc/init.php, line 143

/var/www/html/RackTables-0.18.1/index.php:5 require()
I have identified it down to the entry in init.php of:
throw new Exception($rackCode['load'], E_BAD_RACKCODE);
If I comment this line out it'll ask for the password (i.e. login screen) but without it it dies.

I'm running 0.18.1 and my system has these things installed:
httpd-2.2.3-31.sl5.4.x86_64
php-5.1.6-24.el5_4.5.x86_64
php-mysql-5.1.6-24.el5_4.5.x86_64
php-pdo-5.1.6-24.el5_4.5.x86_64
php-gd-5.1.6-24.el5_4.5.x86_64
php-snmp-5.1.6-24.el5_4.5.x86_64
php-mbstring-5.1.6-24.el5_4.5.x86_64

I'm going to keep testing and checking.

News as it develops.
