A clip test is the best method to be sure. Just a small bit of exposed film. If it does not begin to turn black in the developer within maybe a minute, its no good.
Fixing baths should begin to clear undeveloped film in a minute or so and clear it in about three to five minutes for Sodium thiosulfate fixer or about one minute for ammonium thiosulfate (rapid) fixer at working strength.
For dumping solutions I meant to a regular city sewer system. If you have a septic tank or something similar check first. Some solutions are OK some are not because they will kill the microorganisms that make the system work.
 developers the color is a good clue as to its condition.
