The reason why HC-110 keeps so long is because it contains no water.  
Everything is dissolved in glycols or ethanolamines.  It is very hard for 
oxidation to occur in the absence of water.

How is it that - because plastic is air permeable - we're to use glass
containers for developer, but Kodak ships its liquid developers like
HC-110 in plastic bottles and they have a rather long useful shelf life?
Is the plastic they are using of a variety that does not have this
problem?  i.e., Should I keep my old HC-110 bottles and reuse them to
hold developers?
