You are so right. There are two types of police departments. Fraternal and 
professional.  Fraternal, or uncle Ned is the Sheriff, used to be the dominant 
form.  Not any more.

With the advent of attorneys and litigation the professional departments are 
growing in number. However, this growth isn't uniform, universal, or very fast.

I used to train cops. My observations indicated that Some agencies deliberately 
screen out the "smart ones." (real shock too)

I was the only person in my section to have any sort of college. I hold 3 
degrees.  They were forced to hire me by a federal judge.

Our leader, the niece of uncle Ned, remarked to a federal inspector that our 
training section had three Captains and three college degrees (Implication was 
One degree for each trainer).  

She wasn't telling any fibs either. Her degree was in Drama, she could act like 
she knew what she was doing. 

She really could act.  Even now, 20+ years later I can't help but sit in shock 
and awe at what was done and passed off as euridite wisdom. 

We were a "professional agency" go ahead ask around.

Yep, we was progressive because all of our graduates had an i.g.

I now teach special education which is pretty close to police academy. I still 
worry about who has the Live Ammunition.

Back then I had a Leica M-2 which I carried on my right shoulder, under my 
jacket.  On my left shoulder I had an S&W model 39 in a bianci shoulder rig. On 
some days I had to make a hard choice of which millimeter should be deployed, 
the 9 or the 35.

Now I carry a Bessa R-2 which is a splendid 35mm. the 9mm was turned in and 
exchanged for a white beard and a gut. Think Santa in shorts.

Concerning photos of no go places, use a 500mm mirror lens, and keep an 
attorney on retainer.

The basic rule for a beat cop continues to be: "Keep a clean beat!"
