The GFI isn't about surges, it is to protect you from shock hazard when you are using electrical appliances. As you point out, GFI circuit breakers are quite a bit more expensive than standard breakers. However, there are GFI outlets that are much cheaper than breakers and do the same thing. Any appliance (timer, enlarger, etc.) that you can operate while you are in contact with plumbing or water should be protected by a GFI.
