Shutter does not fire when off camera either. The link from camera body to
shutter lever will cock the shutter. But the blades do not open and close when
the lever is pressed. The lever returns to its resting position. It is not
jammed.

The shutter for the 220 is independent of the camera. The
shutter should cock and fire off the camera. Someone made a good
suggestion of trying the lens off the camera with both the trip
lever and the cable release. If it works off the camera the
shutter is OK. The camera has a link in it connected to the
double-exposure prevention. I don't know what is different in the
330. On the 220 there is a switch on the side for single or
double that disables the lock on the body release.
If the shutter is locked off the camera there is a problem
with it. Often these problems are simple to fix.
More information is needed about exactly what is happening
(or not happening).

Unfortunately the C330 seems to be prone to malfunction. That
may have something to do with the mechanical linkage between
winding on and cocking the shutter. The C220 is simpler and
seems more reliable.

What do you mean by locked? Is the shutter jammed?
The 80mm is similar in design to the Schneider Xenotar.
