I believe the functionality of narrator is also a little better on 
windows7 -- but you still can't use it like a screen reader.

You can even put that voice on Win XP: my Windows XP box does not use that
scratchy voice but instead uses Espeak. You can play with the registry to
permanently put a clear voice for Narrator.
