You can even put that voice on Win XP: my Windows XP box does not use that scratchy voice but instead uses Espeak. You can play with the registry to permanently put a clear voice for Narrator.

Nod I was recently trying to find what you're talking about they actually
went to the congress and slapped Microsoft down when it came out with XP and
a very good narrirator.  Narrirator was dumbed down and we still stand in
that light.

says that Microsoft started to follow this line and got bit hard in the
A$$by the same folks who are giving us those not so up to date readers and
magnifiers that we are paying so much for!
