It may just be that the Microsoft OLE DB drivers don't provide all the
functionality of the Oracle ones. I know there have been practical
differences in the past, including whether a cursor can be returned or not.
Also, I'm not sure if the MS drivers have been verified against Oracle 10 or
later.

I'm not a data dev, and so don't use databases that much, having never used
Oracle, but apparently there's quite a lot of functionality exposed through
the Server Explorer for Oracle 9I if you connect to it using the Microsoft
OLE DB provider for Oracle. Apparently this also extends to the VS Data
portions of the IDE, such as designing SQL statements, etc.

thanks for the follow up. Yes, I am finding that sql*plus is quite accessible. I have also downloaded the Oracle Developer Tools for Visual Studio .NET 10.1.0.4 and installed them for visual studio 2003. Under the view menu is now an oracle server option that lets you connect to an oracle db and presents tables, views, packages, stored procedures, all in a tree view that is accessible to screen readers.
It is the exact funcationality that vs 2003 has for sql server dbs...
lets
you drag / drop tables onto forms, create tables, run sql statements, etc.
It is very nice from my initial investigation.

Oracle sql * plus is accessible with a screen reader. I have read that you can access other Oracle graphical tools but there are java and jaws issues since Oracle uses a proprietory Java Virtual Machine. See access.oracle.com for more information.
Oracle support is very helpful. The documentation is also very accessible.

If you're used to SQL Server I suspect there will be a pretty steep learning curve if you do decide to go with SQL*Plus as you get the most out of it the more you know. I haven't found anything easier to use or anything you can't do with it and together scripting it can be extremely powerful and effecient development environment.
I'm sure others who work with Oracle regularly will be able to suggest perhaps more user friendly tools but at least there is one option for you. It's always difficult when you are asked to move outside your normal confort zone and it's always nice I find to at least have one option available.
